Personally I say he's a limitless being I mean lets think on it None for every single stat casualty manipulation etc. Even on the Super power wiki it says its the most rational form of omnipotence.

There are counters to it. Ad yes it should be similar to functional omnipotence in a way because if you control causality you control probability by default, these two concepts go hand in hand. And him being above space and time also helps a lot.

Yep he is definitely Umineko tier, I think the only one who could beat him is Endless Sorcerer Battler because of Endless Nine. Of course that would include beings above Battler like Featherine for example.
