Hody. Kisame's water jutsu, especially the water dome, will only help Hody. Plus Hody has the physical strength, speed and durability advantage.

Pretty much this Kisame is a bad opponent for Hody just because of who he is.

Kisame, Hody has god awful stats and he's a complete dumbass, even if Hody gets stronger in water, he would get wrecked by a Super Shark Missile. Kisame is also durable as fuck.

Pretty much this yes. Kisame finds his worst opponents in enemies who actually get buffed underwater.
