I'll give it to Deathstroke. He's got comparable stats to Cap, as well as better tactics, a regeneration factor, and is more ruthless.

Deathstroke strictly because of his willingness to kill his opponent. He will go a little further to achieve the win.

I can see this going to either guy here tbh.

Also, Deathstroke looks much more badass, lol.

Deathstroke with heavy effort. He's got both the stat and brains advantage over Cap, not to mention his arsenal of Long range weapons. Steve has good defense, but Slade will bypass it.
