I would agree. It's hard to say, the #2 of Whiteberd or the #2 of Dragon. I think I will side with Marco though given that the Gorosei considered him potentially strong enough to take on Blackbeard. Also he's a veteran user of his fruit and Sabo is new to his even though he's adapting quickly.

Marco. More experienced, harder to put down, and could potentially be immune to Sabo's flames as well.

He's taken hits from Admirals. I'd think all their attacks are imbued with some haki.
