Why doesn't Monkey D Dragon attack the celestial dragons or nobles head on instead of

attacking, or planing a rebellion or a revaluation, against the world's government ?

Quite simple actually he is trying to first weaken the world government influence in the world by overthrowing corrupt monarchies around the world and recruit people who hate the government into his forces. Also at this point in time it is said the the navy is stronger than it was when they were under Sengoku command. So Dragon has to take that into account, also it is not easy to directly attack the nobles head on because they are being protected by the navy hq which lies very close to where the majority of the nobles live at. It is also quite possible that Dragon is in search of one of the ancient weapons in which to destroy the nobles and the world government completely.

Because the nobles are the descendants of nineteen of the Twenty Kings who established what is now known as the World Government.
